Hiring International Candidates

The Office of Immigration Services is responsible for non-U.S. citizen faculty, research staff, affiliates, and sponsored visitors at USC. Welcoming faculty, researchers and visitors from around the world contributes to the university's academic and institutional excellence. 

Recruiting Researchers from a Global Talent Pool

Due to varying processing timelines at federal agencies, for best results, please contact ois@sc.edu at least 6 months prior to the desired start date.

 Research Faculty

During proposal budget preparation, contact Katie Davison (HR-Class/Comp) for review of positions/salary ranges and OIS@sc.edu for prevailing wage benchmark data applicable to discipline and all physical worksites.

ACAF 1.00 (Recruitment and Appointment of… Professional-Track Faculty)

ACAF 1.06 (Academic Titles…) (NOTE: “…may not be used as a substitute for postdoctoral fellow.”) 

Summarize position duties and minimum qualifications consistent with academic policy (e.g.,  “…[engaging] primarily in independent research… [serving] as PI or co-PI on externally funded research… [authoring] refereed publications…” and direct/indirect supervisory duties for research staff and/or student research assistants.

Avoid “preferred” / “ideal” qualifications (same as “required” for USDOL prevailing wage rate)., quantify minimum “experience” (paid work) and specify “expertise” (Knowledge/Skills/Abilities).

Example: “…PhD in [discipline] or closely related field, at least 12 months of full-time postdoctoral research experience, and expertise in [KSAs] by start date.” 

Request posting on USCJobs.  If any applicants indicate they are non-U.S. citizens (regardless of “sponsorship” need response), avoid discussion of national origin/U.S. visa status; instead, refer them to OIS@sc.edu for any immigration-related questions.

Employers are not permitted to discuss or consider citizenship or immigration status unless eligibility qualifications are restricted (e.g., to U.S. citizens or U.S. permanent residents only) by law, regulation, executive order, or government contract.   

If unit selects non-U.S. citizen, share offer letter with ISSS. 

ISSS develops immigration strategy per policy HR 1.25. Positions/candidates compatible with the USDOS Exchange Visitor Program will follow the J-1 visa EVP process.

ISSS facilitates pre-hire / onboarding process at the appropriate time. 

 Professional/Clinical Track Faculty

Contact OIS@sc.edu for USDOL prevailing wage benchmark data applicable to the discipline and physical worksites.  If grant-funded, during proposal budget preparation contact Katie Davison (HR Class/Comp) for review of salary ranges applicable to funding agency.

HR 1.85 and HR 1.24 (Research Grant or Time-Limited Positions) 

Describe job duties and minimum qualifications using resources in HR Toolbox >> Hiring >> Research Grant/Time Limited, including sample postdoctoral fellow position description.

Avoid “preferred” / “ideal” qualifications (equivalent to “required” for USDOL prevailing wage rate).

If applicable, quantify minimum “experience” required (= paid work ≠ “expertise”).

Include any required “expertise” (i.e., special knowledge/skills/abilities).

Example: “…PhD in [discipline] or closely related field by start date (ABDs considered at time of application), plus expertise in [KSAs] and at least __ months of part-time graduate research assistant experience.” 

Request standard USCJobs posting or “special posting” USCJobs link for pre-identified applicant.
